Yes, this is an emergency. Ibuprofen is highly toxic to dogs at just 8–16mg per kilogram and can cause stomach ulcers and kidney failure even before symptoms appear. The treats you described could easily contain a dose far above that threshold. Call your veterinarian or the ASPCA Animal Poison Control Center at 888‑426‑4435 right away and bring the product label with you. Do not try to give food or milk to dilute it unless a vet tells you otherwise.

Why are human painkillers dangerous for pets?

NSAIDs (ibuprofen, naproxen, aspirin) reduce the prostaglandins that protect the stomach lining and keep kidneys filtering. Pets are much more sensitive: dogs can develop stomach ulcers at 8–16 mg/kg of ibuprofen, and kidney failure above ~100 mg/kg. Cats are even more sensitive.
